I think there's lots of room for player preference when it comes to buildings, but one place where I'm pretty sure it's just clear what the best strategy is is generating missions: The first one is from this thread and gives basic guidelines on mission generation: You don't have to stick to these 100%, but they offer a general guideline.
Whenever I'm starting a new campaign I always go back to two very good posts for a starting strategy.
